Game: Puerto Rico (For Serious Game-Players Only!)
If there is a sliding scale between strategy and luck in board games, Settlers of Catan (which I LOVE) would be almost perfectly in the middle. Puerto Rico, by Rio Grande Games, would be uniquely close to the strategy-only side. The game is complex and takes a while to learn, but it's great.
